Citizens of Tamriel

A mod for The Elder Scrolls V: Skyrim that breathes new life into the base game's NPCs with all new, fully-voiced characters, unique followers, branching dialogue and much, much more. Developed and released over 2019 - 2020.

Why? Because characters don't have to be one-dimensional filler or quest dispensers.

In addition to restoring the original mod, this incorporates all changes from the all-in-one update released in late 2022. 

Do not use any patches or mods that require the original CitizensComplete.esp as a master. This is a branch of the ezPG plugins and you will need to use replacers, patches, etc. versions that are compatible with that.

Beyond that, just install as usual. It comes with a basic FOMOD that allows you to still disable any characters you don't want, as per the AIO.
